This MIDA incentive application checklist is for companies planning a new manufacturing investment, expansion, diversification or selected services project in Malaysia. Requirements vary by incentive, so the approval guideline and the project facts must be reviewed before commitments are made.

Four decisions to make before preparing the application

  1. Confirm the project type. Determine whether the applicant is a new company, an existing company undertaking a different project, or a business expanding or diversifying an existing operation.
  2. Confirm the incentive route. For new manufacturing applications received from 1 March 2026, the NIF offers two mutually exclusive routes: a Special Tax Rate or an Investment Tax Allowance. The selection is final once MIDA accepts the application.
  3. Confirm the activity and location. Match the proposed products or services to the current eligible subsector and any location-specific programme, such as the Johor–Singapore Special Economic Zone incentives.
  4. Confirm the timing. The NIF guideline requires submission before commencement of operations for the proposed activity. Commencement is defined by MIDA as the date of the first sales invoice for the proposed product or activity.

MIDA incentive application document checklist

Company and ownership information

  • Current Companies Commission of Malaysia company profile and incorporation documents;
  • Group structure, direct and ultimate shareholders, related Malaysian entities and existing approved incentives;
  • Board-approved project structure, funding plan and responsible management team; and
  • Latest audited financial statements and management accounts where applicable.

Project and operating information

  • Clear description of the proposed products, services and business model;
  • Manufacturing process flow, production capacity and implementation timeline;
  • Proposed site, tenancy or land information and required licences;
  • Major machinery, equipment, technology and intellectual-property arrangements; and
  • Expected customers, export markets and supply-chain relationships.

Financial and investment schedules

  • Capital expenditure separated into land, building, plant, machinery, equipment and other costs;
  • Operating expenditure, revenue, profit and cash-flow projections;
  • Sources of funds and proposed intercompany financing;
  • Qualifying capital expenditure analysis if Investment Tax Allowance is considered; and
  • Scenario modelling comparing the expected benefit and compliance burden of the available incentive options.

NIA Scorecard commitments

The NIF uses the National Investment Aspirations Scorecard. The application should therefore quantify commitments relating to:

  • High-value Malaysian employment and employee remuneration;
  • Technical training, knowledge transfer and research or innovation;
  • Purchases from Malaysian suppliers and development of local vendors;
  • Technology adoption, productivity and economic complexity;
  • Energy use, emissions, resource efficiency and other sustainability outcomes; and
  • Implementation milestones that can be monitored throughout the incentive period.

MIDA application process in 2026

  1. Pre-application review: compare the project with the current guideline and resolve gaps before submission.
  2. Online submission: submit the complete application through the MIDA InvestMalaysia portal. Incomplete applications may be returned.
  3. NIA Scorecard evaluation: MIDA evaluates the proposed economic outcomes and determines the applicable tier.
  4. Approval in principle: the letter states the approved incentive, tier and minimum or additional conditions.
  5. Implementation and compliance: the company must maintain records and demonstrate that approved commitments are achieved.

Common MIDA application mistakes

  • Issuing the first sales invoice before filing the application;
  • Using broad marketing statements instead of measurable commitments;
  • Submitting inconsistent capital expenditure, headcount and financial projections;
  • Assuming that a Johor or JS-SEZ location automatically qualifies;
  • Choosing an incentive based only on the headline rate without modelling utilisation;
  • Failing to identify related companies or incentives already approved for the same project; and
  • Ignoring the post-approval reporting and separate-account requirements.

Plan for post-approval deadlines before submission

For a Special Tax Rate approval under the manufacturing NIF, the company must apply to determine the commencement year of assessment within 24 months from the approval-in-principle letter and submit an Annual Compliance Report within seven months after each year of assessment. For Investment Tax Allowance, the commencement application and an externally verified declaration of minimum-condition compliance are generally due within 36 months from the approval-in-principle letter.

These are not administrative details to consider later. The finance team should design separate accounts, capital-expenditure registers, employment evidence and a condition-tracking calendar before the project starts.
